Play is governed by USGA Rules of Golf, Local Rules subject to amendments by the Rules & Greens Committee as governed by USGA Rule 33. Complete text Rules and Appendix may be found in the current USGA Rules of Golf. (Book or application downloads)
For SCGA Team Play Matches, the SCGA Local Rules or Hard Card will supplement the home course rules. Unless otherwise noted, the penalty for breach of a Local Rule or Condition is: Match Play – Loss of Hole; Stroke Play – Two Strokes.
Rule 6-1 The Rules of Golf. Each Competitor is deemed to have knowledge of the USGA Rules of Golf.
Rule 6-3 TIME OF STARTING –as defined in USGA Rule 6-3 is in effect. One second to five minutes late = Two Stroke Penalty in stroke play or loss of first hole in match play. After five minutes and one second, the player is disqualified.
Rule 6-7 UNDUE DELAY (PACE OF PLAY) – The pace of Play policy can be found in section 6.2 of the Club By-Laws. Players in the first group in the field should play efficient golf. Players in following groups should keep up with the group in front to avoid a pace of play issue. If a group fallsbehind on one hole, they are expected to play efficient golf and get back into position. This might mean playing ready golf for a hole or two and doing continuous putting, both of which are allowed in stroke play.
PACE OF PLAY - The responsibility for maintaining a good pace of play belongs with the player. Players in the first group in the field should play efficient golf. Players in following groups should keep up with the group in front to avoid a pace of play issue.
Rule 7 PRACTICE: In order to prevent undue delay between the play of two holes a player make not take practice strokes around the green or tee.
Rule 14-3 DISTANCE MEASURING DEVICES – The use of Distance Measuring Devices is permitted in all CMGC competitions.A player may obtain distance information by using a device that measures distance only. However, A player who uses a distance-measuring device that is designed to gauge or measure other conditions that might affect their play (e.g., gradient, wind-speed, etc.), the player is in breach of
Rule 14-3, and the penalty is disqualification, regardless of whether any such additional functions are actually used. In 2014, the use of a compass or barometric device application no longer is a violation of Rule 14-3.
DECISION 8-1/2 EXCHANGING DISTANCE INFORMATION: Additionally, the distance between any objects, including golf balls, is considered to be a matter of public information and therefore not is advice. Such information may be shared without restriction. Players may also share distance measuring devices and may, due to the revision of Decision 8-1/2, share any measured yardage with another player.
Rule 14-3 WIRELESS HANDHELD DEVICES (Smart phones & Cell phones) - The use of cell phones for texting or making/receiving phone calls by a player to other players on the course is prohibited during the stipulated round of any competition. All devices should be in silent mode before the start of play. A Cell Phone may be used to call a Tournament Official for consultation of a rules issue during the tournament or to request a tournament official or Course employee for assistance with course conditions. – See Rule 14-3
Rule 33-5 SCORECARDS – A player is deemed to have returned his scorecard once he has left the designated scoring area. Please assist the Tournament Committee by turning in scorecards for posting after leaving the last hole played.
CLOSE OF COMPETITION – A competition is deemed to have closed when the result has been officially announced
WITHDRAWAL POLICIES- All players are expected to complete the competition which they start. Acceptable reasons for withdrawal during a competition are physical injury, illness, or an emergency. Poor Play is not an acceptable reason for withdrawal. A player who withdrawals without an acceptable reason or without notifying the TOURNAMENT COMMITTEE will be subject to action by the Committee. Players who withdraw also must sign and attest that the hole by hole scores are correct for the fellow competitor or another marker in the paring / group.
INCOMPLETE ROUND POLICY- All players should be prepared to play through rain, wind and other foul weather conditions. The CMGC will only suspend play if there is danger from lightning, if the course becomes unplayable or if there are extreme weather conditions (such as hail, severe rainstorm, etc.) or at the direction of a golf course employee.
CODE OF CONDUCT (Etiquette) A contestant may be removed from any competition (Disqualified) at the discretion of the TOURNAMENT COMMITTEE, to be detrimental to the image of the CMGC or the “Spirit of the Game” (as defined in SECTION I ETIQUETTE; Behavior on the Course) is grounds for such removal and suspension from future CMGC administered events. These include, but are not limited to the following:
- Willful damage to the golf course and facility.
- Club throwing or unnecessary Club or Golf Ball tossing.
- Offensive or unbecoming language.
- Public criticism or golf course or verbal abuse of COMMITTEE Members, officials, volunteers, host CMMC staff or other contestants.
- Potential endangerment of others.

Costa Mesa CC Men’s CMCCMC LOCAL RULES Appendix I 4 a: EMBEDDED BALL THROUGH THE GREEN– Local Rule as prescribed in Appendix l will be in effect. Temporary Conditions that might interfere with proper playing of the game, including mud and extreme wetness, warranting relief for an embedded ball anywhere through the green or permitting lifting, cleaning and replacing a ball non nearer the holes as close as possible to where the ball is on the course on a closely mown area through the green Rule 27-2a PROVISIONAL BALL: If a ball maybe be lost outside water hazard or may be out of bounds, to save time, the player may play another ball provisionally in accordance with Rule 27-1.
Rule 26 Water Hazard (Yellow) Lateral Water Hazard (Red)Rule 26-1. Relief for Ball In Water Hazard If a ball is found in a water hazard or if it is known or virtually certain that a ball that has not been found is in the water hazard (whether the ball Lies in water or not), the player may under penalty of one stroke:
- Proceed under the stroke and distance provision of Rule 27-1 by playing a ball as nearly as possible at the spot from which the original ball was last played (see Rule 20-5); or
- Drop a ball behind the water hazard, keeping the point at which the original ball last crossed the margin of the water hazard directly between the hole and the spot on which the ball is dropped, with no limit to how far behind the water hazard the ball may be dropped; or
- As additional options available only if the ball last crossed the margin of a lateral water hazard, drop a ball outside the water hazard within two club-lengths of and not nearer the hole than (i) the point where the original ball last crossed the margin of the water hazard or (ii) a point on the opposite margin of the water hazard equidistant from the hole. When proceeding under this Rule, the player may lift and clean his ball or substitute a ball.
DROPPING AREAS: Are on the following holes: Los Logos #7, Mesa Linda 8
OUT OF BOUNDS: Perimeter Fencing, White line on Cart Path, white stakes on ground where there is no cart path.
WHITE LINED AREAS TYING INTO ARTIFICALLY-SURFACED ROADS AND PATHS (DEC. 33/8/25) – Have the same status as the roads and paths, that of obstructions
PLANT BEDS: Relief must be taken from all groomed flower or plant beds in accordance with Rule 24-2 Immovable Obstructions. EXCEPTION: 14th Hole on Los Logos defined by Lateral Water Hazard (RED) stakes.
PROTECTION OF YOUNG TREES: Appendix I –B 5e. Mandatory total relief for stance and swing for young trees with stakes. Rule 24-2 Applies
GROUND UNDER REPAIR (GUR) – Defined by white lines. French drains, repaired burrowing animal holes, and fire ant hills are deemed to be ground under repair. Grass leaves or chopped trees in a pile are considered to be GUR. A broken white line around a sand bunker defines that the sod or grass bordering the sand bunker is under repair and not the boundary within the sand bunker..
WOOD CHIPS AND MULCH – Are loose impediments.
STONES IN BUNKERS – Stones only found in bunkers are deemed to be movable obstructions and Rule 24-1 (movable obstructions) applies.
SOD SEAMS: The local rule for seams of cut turf as prescribed in Appendix I is in effect If the ball lies in or touches the seam or the seam interferes with the area of intended swing, relief is available under Rule 25-1 (see below)
IMMOVABLE OBSTRUCTIONS – THROUGH THE GREEN: Relief allowed under Rule 24-2 for the following Immovable Obstructions may be Taken. 1) Maintenance Roads that are covered with gravel and or sand between Mesa Linda and Los Logos Courses. Includes access roads i.e. 14th fairway Los Logos. 2) Protective fences on M L #5, #7, #14, #16 and L L #9. 3) All concrete lined trenches ( L L # 8 & 9). Relief is for stance and swing not line of ball flight.
IMMOVABLE OBSTRUCTION CLOSE TO PUTTING GREEN – Appendix I -6 If a ball lies through the green and an immovable obstruction on or within two club lengths of the putting green and two club lengths of the ball intervenes on the line of play between the ball and the hole, the player make take relief as follows: The ball may be clean when lifted.
Rule 25-1 The ball must be lifted and dropped at the nearest point to where the ball lay that; (a) is not nearer the hole, (b) avoids the Intervention and (c) is not in a hazard or on the green. If the player’s ball is on the putting green and an immovable obstruction within two club lengths of the putting green on his line of putt, the player may take relief as follows: The ball must be lifted and placed at the nearest point to where the ball lay that (a) is not nearer the hole (b) avoids intervention and (c) is not in a hazard.
POSTING TOURNAMENT SCORES – Players are responsible for the posting of their away scores only as an"A". Monthly CMMC Tournaments and Sweeps are to be posted by the Board Committees with the golf genuis app which is sent electronically to the SCGA/USGA Handicap System. Sweeps Rounds are posted as well as some CMGC Tournaments as a “H” Home score status. "T" Tournament status score posting will be determined by the CMGC Board and Committees which are generally the Major CMMC Tournaments only. When playing at home in a CMGC event, do not post your scores. This will cause double posting and influence your SCGA/USGA Handicap Indexes. Contact the CMGC Board/Handicap Committee for questions.
